I wouldn't describe Afghanistan as "a" culture. You have Hazara, Kyrgyz, Pashto etc. The ignorance of this, i.e. trying to build a nation out of a pre-nation, is exactly why the U.S. failed. I must mention that I gained this insight from Edward Luttwak.
